MetroLink Programme-Wide Procurement Requirements

In addition to the major infrastructure works packages, the MetroLink programme will require a wide range of goods, services, and specialist support to enable the successful delivery of Ireland’s first high-capacity metro system. As a multi-billion euro, multi-year undertaking, MetroLink’s procurement activity extends beyond construction contracts, encompassing the programme, operational, technical, safety and commercial needs of a modern megaproject.

To manage this at scale, MetroLink has established a dedicated MetroLink eSourcing Portal, which now serves as the central platform for all direct procurement activities, including Pre-Qualification Questionnaires (PQQs) and Invitations to Tender (ITTs). Tender opportunities will still be advertised through E-Tenders however a link to this eSourcing Portal will be included in the contract notices. This may not apply to call offs under existing OGC frameworks which are envisaged to still use E-Tenders.

To help support the supply chain and provide transparency and opportunities for contractors and suppliers, all Tier one (principle) contractors will be mandated to advertise subcontracting opportunities for the programme on a Metrolink procured Opportunities Portal.

Alongside the works contracts, MetroLink will be procuring a wide spectrum of programme-wide services and supplies, which may include, but are not limited to:

Technology, Digital Systems & IT Infrastructure

MetroLink will require a range of digital solutions to support planning, design, delivery, and future operations. These may include:

· Programme and project management software

· Asset information management systems

· Construction monitoring and reporting tools

· Hardware and ICT equipment for project teams

· Cybersecurity, data storage and digital assurance services

· Supporting office IT systems

These systems will underpin the safe and efficient delivery of the programme and help integrate the many organisations involved across the supply chain.

Health, Safety & Workforce Equipment

With thousands of personnel expected to work across the programme, MetroLink will procure a range of safety-critical supplies, such as:

· Personal Protective Equipment (PPE)

· Site welfare and occupational health provisions

· Safety management and assurance services

These requirements support MetroLink’s Target Zero safety culture and commitment to a safe working environment for all.

Programme-Wide Insurance (OCIP)

MetroLink intends to implement an Owner Controlled Insurance Programme (OCIP) covering the majority of MetroLink’s works contracts. This will standardise risk management, ensure consistent coverage across packages, and streamline insurance administration across the programme.

Professional, Technical & Advisory Services

Supporting a project of this scale requires a wide range of consultancy and technical expertise. Over the life of the programme, MetroLink may engage providers of:

· Engineering, architectural, environmental and design services

· Legal, financial, commercial and audit services

· Health, safety and environmental advisory services

· Quality assurance and compliance support

A significant component of this is the Programme Delivery Partner (PDP) contract, a major long-term services agreement supporting TII with programme management, safety, site supervision, contract administration and delivery oversight. See Link to PDP.

Corporate Power Purchase Agreement

MetroLink’s commitment to clean energy will be supported by a contract for a clean energy power supply through build and operation.

Office Related Requirements

In support of a functioning workforce it is envisaged that there will be contracts let for office related services, which could encompass requirements such as

· Administration staff

· Cleaning

· Stationary

· Catering

· Bulk printing

· IT
