M100 Enabling Works
Transport Infrastructure Ireland (TII) launched a Periodic Information Notice (PIN) on 19th May 2025 for the MetroLink Enabling Works programme.
The Enabling Works are designed to clear a path for the main infrastructure works contracts. This approach will ensure that the site areas are free from risks such as existing utilities, archaeology, heritage items (for storage/ replacement) and buildings currently occupying station locations etc. to the largest extent possible.
The programme of Enabling Works comprises the establishment of a suite of framework agreements and qualification systems to facilitate the procurement of enabling works which will commence in advance of the main infrastructure works contracts (civil engineering, tunnelling and stations).
To deliver the Enabling and Advance Works for MetroLink, TII intends to establish a series of Contracts, Frameworks and Qualifications Systems.
The M100 packaging strategy is detailed below.
Expected Timeframe
The updated procurement programme for M100 contracts is now available, please see the revised timelines and milestones below.
Call-off contracts are currently being developed for each of these frameworks and qualification systems and will be procured as scheduled throughout the lifetime of the MetroLink Programme
The Enabling Works programme is being procured via procedures which will encompass the issue of a Contract Notice and the issue of pre-qualification documents for the frameworks. The qualification system for Archaeology is now live and can access the Contract Notice via eTenders.

M400 and M500 Packages
M400 Design and Build Civils Works Packages
Two M400 contracts will provide design and delivery of metro tunnels, stations and structures, track, shafts, river and road crossings, surface and other civil works. The scope of each of the M400 civil infrastructure contracts is expected to comprise:
Southern Section M401 – Charlemont to Northwood:
- Bored tunnels and portals, evacuation / intervention shafts.
- Below ground station excavations at Charlemont, St Stephen’s Green, O’Connell, Mater, Glasnevin, Griffith Park, Collins Avenue, Ballymun, Northwood up to 35 m deep (shell and core structures).
Northern Section M402 - Northwood to Estuary:
- M50 viaduct, surface route (retained cut, cut and cover) and at-grade sections.
- Estuary Station Park and Ride Facility (bulk earthworks and site preparation).
- Preparation of the Dardistown Depot site and access road.
- Bored tunnels and portals, evacuation / intervention shafts.
- Stations and associated logistics including Dardistown, Dublin Airport, Fosterstown, Swords Central, Seatown and Estuary.
M500 Service Delivery Partner Packages DBFOM
Comprising design and delivery of rail systems, rolling stock, commissioning, depot, park and ride facility and fit out of all stations including mechanical, electrical and passenger movement systems and integrated operation and maintenance of the public passenger transport service.
MetroLink – Update on Procurement Sequencing and PQQ Timelines

The PQQ submission period will be extended to provide bidders with more time to prepare submissions, supporting strong competition and value for money

A gap will be introduced between the commencement of the M401 tender competition, the M402 and M500 tender competitions. (see below table)
Project Delivery Partner (PDP)
The Project Delivery Partner will form a key part of the MetroLink team, working alongside Transport Infrastructure Ireland (TII) to make sure this ambitious project, involving multiple contracts, is delivered safely, efficiently, and to the highest standards. It will provide capability and capacity through in post-contract, construction and delivery, including contract management functions such as fulfilling role of “Project Manager” and “Supervisor” under the M401/M402 Main Civils Infrastructure Contracts.The PDP will support the coordination of all packages to ensure overall success of the Programme. Such packages include (but are not limited to) the M100 Enabling Works Programme, the M400 Main Civils Infrastructure Contracts and the M500 DBFOM Contract described in this document. The PDP will provide support and expertise in areas such as safety, project management, site supervision and contract administration.
The statutory function of “Project Supervisor Construction Stage” under the M401/M402 Main Civils Infrastructure Contracts and the M500 will now be undertaken by the M400 Main Contractors and the M500 Service Delivery Partner.
